Institutional (dis)trust and vulnerable publics in emergency situations

This article reflects on the dynamics of trust between institutions and publics. Considering publics as a source of institutional acceptance and legitimacy, some specific aspects of this relationship are examined from the experiences lived in the public space in emergency situations, such as the Covid-19 pandemic. This situation challenges institutional structures, shake confidence in the system. and increase public vulnerabilities. Finally, it makes some considerations about the strategic management of these relations in the context of inter-institutional disputes and about the risks of institutional erosion through distrust, as a threat to democracy itself.
